Ms. Vu Quynh Le

Deputy Director, Public Procurement Agency, Ministry of Planning & Investment (MPI)

Vu Quynh Le is a Deputy Director General of Public Procurement Agency under the Ministry of Planning and Investment of Vietnam (MPI), and is responsible for the development of PPP legislative framework in Vietnam. She has extensive experience in traditional public procurement and PPP procurement.

Since 2009, under the then newly approved regulations on a pilot PPP scheme, Ms. Quynh Le has been instrumental in researching and drafting suitable PPP regulations for Vietnam. The PPP Decree and its revisions/upgrades (including a proposed PPP Law) are designed to facilitate Vietnam’s readiness to achieve continuous improvement in soliciting private sector investors equity participation in Vietnam infrastructure development, and Ms. Quynh Le commits to act dynamically for such legal developments.

Mr. Phan Quang

Mr. Phan Quang has over 20 year track record performance in running some of the most impactful projects in Vietnam and the Mekong region in sustainable public private policy dialogue and regulatory reform, innovation and technology, and trade and investment facilitation. His expertise is private sector development, technology and innovation commercialization, regulatory reform, international trade, governance and competitiveness.

Mr. Phan Quang is the Team Leader at USAID LEAP III/Integra, supporting the Ministry of Planning and Investment, Vietnam Chamber of Commerce and Industry and the National Assembly in developing and approving the first Law on Public Private Partnership. He has experience working as Mekong Business Initiative Deputy Project Director at Asian Development Bank; Legal, Regulatory and Competitiveness Director at Chemonics International; and Deputy Project Director at USAID STAR Project.

Mr. Nguyen Viet Long

EY Vietnam

Currently, Long leads Government Public Sector (GPS)/ infrastructure advisory service in EY Vietnam as part of EY ASEAN GPS/infrastructure advisory team. He has involved in developing institutional frameworks, policies, investment strategy and transactions. Before joining EY Vietnam, he worked at Ministry of Information and Communication, was responsible for FDI investment into ICT (information, communications Technology) sector.

Long has led advisory services for various projects, in both private and public sectors including: Transportation, Power & Utilities, Oil & Gas, Healthcare, Telecommunication, Construction, Automobile and Manufacturing etc. He provided his expertise in terms of nation-wise and sectorial strategy and investment policy, business transformation and business operation management.

Long also actively promote PPP in Vietnam including most recently helping MPI with the drafting and structure of the PPP Law which was just passed which was a major milestone. In addition, Long has been working with Ministry of Transport in various PPP (BOT) projects, including the first national PPP project North – South expressway.
