On the 20th of November 2023, the Department of Industry and Trade of Ho Chi Minh City (DOIT) officially released Letter No. 7028/SCT-QLXNK, outlining collaborative efforts for the execution of the 2023 Shopping Season. This initiative aligns with the directives set forth in Plan No. 1976/KH-UBND, issued on the 15th of May 2023 by the HCMC People's Committee, pertaining to the "Shopping Season" program. Additionally, it adheres to the guidelines established in Decision No. 1873/QD-BCT on the 20th of July 2023 by the Ministry of Industry and Trade, which pertains to the National Centralized Promotional program.

The DOIT reiterates that, in accordance with the aforementioned plans and decisions, the period during which sales can be conducted at discounts of up to 100% extends from the 15th of November 2023 to the 10th of January 2024. It underscores the provision in Article 6.5(b) of Decree 81/2018/ND-CP, which grants permission for up to 100% sales during the initial 30 days of the twelfth lunar month.

Therefore, starting from the 15th of November 2023 until the 10th of February 2024, retailers have the liberty to promote and offer discounts of up to 100%. It is imperative for them to be well-prepared and to duly inform the competent local authorities in advance about their promotional programs. However, exceptions apply in cases where the total value of prizes and gifts is below VND 100 million or when conducting sales through e-commerce platforms such as Tiki, Lazada, Shopee, etc., and online promotion websites.
